The Demise of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble
Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are delivered from different nations. Significant resources is allocated on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from across the border, a capacity provided through timely intelligence. From vantage locations, defense planes that had been deployed to engage hostile cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every deployment creates sudden vibrations, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its objective.
Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a reliance that regional partners are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from Washington sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership works based on a premise well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the coming year.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a total frontline collapse until conditions improve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their task will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a mere seven days to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
